Our small, friendly office requires a meticulously organized and flexible individual to manage and implement all aspects and programs, as set by of our Planning, Preservation & Urban Design and Traffic Committees.
The position requires a mobile individual, who is comfortable working independently, with minimal supervision, both in the office and being �hands on� outdoors, throughout the year. Applicants must have a sound knowledge and understanding of streetscape design and construction elements to include boulevard and road surfaces (granite, unit stone pavers, concrete asphalt), lighting & electrical components, landscaping elements such as trees, plant materials and soil. The applicant must have the ability to carry out daily inspections of the area, properly report issues, record notes and take all necessary actions to correct any issues or problems found with BIA owned property, as well as public property issues such as illegal signage/vending/bylaw infractions, road construction, development sites, parks, traffic & parking conditions etc.
You have fluent English skills and can easily communicate with others, both verbally and in writing. Excellent administrative skills are mandatory to include the ability to use Word, Excel, Outlook email, digital and hard copy filing, manage digital photography filing, taking notes, writing reports and correspondence. You must be tenacious, thorough and have the ability to follow through on all tasks, with the goal of maintaining a standard of excellence within the Bloor-Yorkville community.
You will be fully responsible for the following:
Streetscape, Maintenance & Planning
� Carrying out daily inspections within the BIA boundaries and following up on any maintenance problems/deficiencies found with BIA owned property to include planters, furnishings and light fixtures, as well as illegal signage/vending/garbage dumping & other bylaw infractions, road construction, development sites, parks, traffic & parking conditions etc. Preparing reports on findings and clearly communicating concerns/problems to the appropriate party or offender be it 311 at the City of Toronto, BIA contractor, BIA member, Police Department etc. It is essential to record all reported items and ensure issues are resolved.
� Overseeing and managing work conducted by BIA hired maintenance and electrical contractors, to ensure the best possible upkeep of the area, including litter/poster cleanup, power spraying, graffiti removal, street furnishings, lamppost inventory, in-ground lighting, installation, maintenance and removal of holiday lighting & d�cor etc.
� Overseeing and managing work conducted by third party BIA
landscaper to ensure 4 season floral program is implemented and well maintained and ensuring suitable planting choices for maximum show and durability are used.
� Overseeing and attending work zones and site meetings, when construction or repair work is being conducted, within the BIA boundaries, and ensuring to represent and protect the interests and property of the BIA and its members. Examples would include repair to granite on Bloor Street, unit pavers and decorative pavers.
� Provide contractors with drawings, specifications and instructions when they are working on or near BIA improvements such as the Bloor Street granite and unit stone pavers and inspect work as it is being conducted. Follow up on any deficiencies.
� Following related issues, attending meetings and liaising with City staff and BIA members about area construction, new developments, temporary road closures for construction, crane work etc., zoning changes, traffic issues, bylaw issues, cleanliness issues, public meetings, committee and council meetings, as required etc. Ensuring to advocate on behalf of the BIA members.
� Overseeing maintenance, both regular and emergency, regarding BIA light fixtures and coordinates efforts through Toronto Hydro, as well as the BIA maintenance and electrical contractor. Ensuring that the BIA lighting is up to code and meets ESA standards. Follow up with Police and insurance claims for accidental damages incurred to BIA owned property. Making best efforts to recoup losses via insurance claims.
� Reviewing plans and following up on all ongoing works for City & BIA cost share program, to include attending all meetings, such as pre-construction meetings, site meetings and carrying out onsite inspections. Liaise with City staff, the other construction managers and contractors on behalf of the BIA. Reporting back to the committees and providing member updates on progress. Ensuring to record progress and properly file drawings, minutes and photos.
� Responding to and recording all Ontario One Call Solutions requests on a daily basis, as well as monitoring and reporting on utility locate information received via Ontario Call One Service. Place requests for locates when necessary and administrate accordingly. Review locations, where excavation or work has taken place and report any concerns.
� Working with third party tree specialists and City Forestry to ensure optimum health of area trees to include those on public sidewalks and parks. Oversee BIA efforts and interests in local park areas.
� Monitoring local traffic and parking issues, and reporting any concerns to the Traffic Committee for review, discussion and possible follow up.
� Reviewing plans and submissions for all upcoming developments in the BIA and documenting how the development will or will not comply with the Bloor-Yorkville Urban Design Guidelines and Secondary Plan. Assist with coordination of all neighbourhood planning aspects, efforts and meetings.
Administration for Committees and Board of Management
� As the primary staff contact for the PPUD (Planning, Preservation & Design) and Traffic committees, responsibilities include preparing and circulating the meeting agendas, reports, reviewing minutes on a timely basis and following up on items raised at the meetings, and implementing the Committees� goals.
� Scheduling, providing notification to members and guests, arranging logistical requirements, for PPUD (Planning Preservation Urban Design), Traffic Committee meetings and other meetings as required.
� Attending and producing PPUD Committee Report and Traffic Committee reports for all monthly Board Meetings.
� Preparing all draft letters & correspondence in a timely manner, related to committee decisions, to include City departments, such as Planning, Bylaw enforcement, Technical Services and Transportation, as well as the City Councillor.
� Researching and assisting with the implementation of new programs to improve the Bloor-Yorkville area to include lighting, streetscape furnishing, holiday d�cor, planting and design elements.
� Responding promptly to inquiries for information etc.
� Maintaining up-to-date file system, both hard copies and on computer network. Saving digital images and drawings in appropriate files.
� Monitoring all monthly City of Toronto Committee agendas and notices for issues which will or may impact the BIA.
� Prepares and carries out RFP process for contractors, when required.
� Writes occasional newsletter articles on related subject matter and provides necessary information for AGM and meeting presentation materials.
� Assisting the Executive Director with the budget process and regularly reviewing financial statements reflecting PPUD committee expenditures and ensuring the expenditures are kept in line with the budgeted allotment. Ensuring that expenditure approvals are obtained at Committee meetings.
� Following up and reporting on the status of outstanding tasks to the Executive Director.
� Reviewing purchase orders for all costs incurred within the PPUD, Traffic and Bloor Street BIA budgets and related purchases and contracts. Assist with providing information regarding new members and property owners for the database.
� Performs other tasks, as requested, to include, but not limited to assisting with occasional BIA special events (weekends), assist with street closure permits, litter pick up and waste removal, being on site at events, and carrying out duties as requested, assisting at BIA meetings etc.
Skills and Education
� Bachelor's degree in a field related to the position (Educational documentation is required)
� 5 year�s experience in fields such as Property Management, Construction Management, Landscape Management, Operations/Building Management etc.
� Sound understanding of areas of construction and landscaping to include stone, asphalt, concrete, paving treatments, soil specifications, planting materials, along with a basic knowledge of electrical components, especially those related to exterior lighting.
� Must have the ability to read and understand drawings, tender documents, contract documents and specifications and details.
� Must be Proficient in Microsoft office programs to include WORD and EXCEL, OUTLOOK. Must be able to operate digital camera/cell phone camera and manage images. Knowledge of Power Point, PhotoShop, autoCAD would be an asset.
� Ability to be personable and confident when talking to and communicating with land/building owners, BIA businesses, City staff and contractors. Friendly, outgoing demeanour and strong diplomacy skills to deal with a large variety of personalities and projects.
� Excellent writing, reporting and communication skills in fluent English.
� Strong ability to work independently, in a small office environment, with the flexibility and willingness to perform varied and multiple roles.
� Sound knowledge of the Bloor-Yorkville area and understanding of B.I.A.s

$70,000 - $75,000 (Dependent on experience)
